Snooze function improvements

1. Comment (Justification) field enhancements
Request: Improve the comment/justification flow when snoozing resources by adding structured and mandatory input options.
Requirements:

  Pre-set (customizable) list of justifications available in a dropdown menu.
    Examples (as placeholders):
      Pending project approval
      Upcoming workload increase
      Awaiting internal review
      Operational dependency
      Security dependency
      Licensing dependency
  Include an “Other” option that allows users to provide a free-text justification.
  The “Other” field should be restricted (e.g., character limit, no empty submissions) to avoid overly long or incomplete entries.
  Mandatory completion of the justification field before snoozing is required — no snooze action without a valid selected or written justification.
2.  Rightsizing – Snoozed items view enhancements

Request: Improve visibility and traceability of snoozed rightsizing recommendations by adding additional metadata columns.

New columns required:
a. User who snoozed the resource
b. Timestamp when the resource was snoozed
c. Snooze duration
d. Justification/Reason - Populated from the pre-set list or free-text “Other” field described in Section 1.

1. Exportability of snoozed items
   Request: Enable export of snoozed items with all the currently available fields plus the newly introduced ones:
     Snoozed by
     Snoozed on (timestamp)
     Snooze duration
     Justification

1. Unified export – Rightsizing + snoozed items
   Request: Provide an option to export both rightsizing recommendations and snoozed items in a single consolidated export file.
   Details:
     A single export action producing one file (CSV/Excel).
     Include clear separation or tagging (e.g., “Active Recommendation” vs. “Snoozed”) to distinguish items.
     Ensure all metadata fields are preserved for both categories.
