Make Variance Alert Threshold Values More intuitive

At present, the threshold values for alerts are set as an exceedance value versus a baseline. It would be more intuitive if the threshold was set as a percentage of the baseline instead.

To illustrate this, if I want to configure an alert that triggers if I am expected to spend within 90% of my budget, I need to set the threshold value to -10%. Correspondingly, the variance alert email that comes through cites the -10% threshold. Likewise, if I am expected to spend £92 against a budget of £100, the alert email will say I am expected to exceed the budget by -8%. 

I think it would be more intuitive if I set the threshold as 90% in this scenario and then the email would show that, and the fact that I am expected to spend 92% versus the 90% threshold.
