Anomaly Detection Email Alert Sharing Options Should be Restricted to Users with Access to That View

When setting up an anomaly detection alert, you have the ability to share that alert with other users.  Currently the list of users that you are provided to share with is not restricted to the users that have visibility to the view for that alert.   

Currently if you select a user that does not have access to the view, the tool allows you to select them and save it.  But when you go back into the alert, that person is not listed in Sharing.   

Ideally the tool should only allow you to select users who have access to the view and not a list of all users.  But at least the tool should provide an error if a user doesn't have access to the view but is selected for the alert.
