Improve currently non-intuitive Right-Sizing policies and ROI functionality

See this idea on ideas.ibm.com

1) When creating a right-sizing policy, clicking "Save and Run" will only generate tickets according to the schedule, rather than to run the policy immediately. This is confusing. If I set a Daily schedule and click Save and Run it will generate any relevant tickets, but not with a weekly schedule. It should be made clearer. Presumably "run" is intended to mean "run the policy" where the policy includes the "when" of when it runs. This may be why the tickets get generated immediately/on demand when saving and running a daily scheduled policy, whereas, the schedule day needs to be reached before tickets would be generated under a weekly scheduled policy. Giving clarity on the time the schedule was to run would help. Equally, having the ability to actually run a policy on demand, independent of the schedule configuration would be useful

2) Selecting Daily schedule, still shows radio buttons for each day of the week. What is the significance of choosing a specific day when it is a daily schedule? The UI should be made clearer here.

3) There doesn't appear to be a way to remove tickets created in the ROI screen. This would be useful for admins when testing policy configurations.

4) Not all CSP services that right-sizing recommendations are available for under "Right-sizing" can be used in the creation of right-sizing policies. All services should be available as otherwise the policy feature is only partial and customers cannot manage all recommendations via workflow.
