Add Payer ID and Payer Name as dimensions available in rightsizing, commitments, and utilization reporting

Please expose Payer ID and Payer Name as first-class dimensions across rightsizing, commitments, and utilization reporting. This would let enterprises with multiple AWS organizations or consolidated billing structures segment and compare recommendations, coverage, and utilization by payer, without custom CUR exports or off-platform modeling. It aligns Cloudability more closely with native AWS data exports and improves governance for complex multi-payer environments by enabling standardized allocation, ownership, and accountability at the payer level directly in the UI and APIs.

Since Cloudability already ingests bill/PayerAccountId and name from CUR, for example, the request is specifically to surface it (and the other vendor equivalent) as selectable dimensions/filters in:
- Rightsizing recommendations
- RI/SP/other commitment coverage and utilization views
- Any underlying reports or APIs that power those modules

Since this is already available on the Cost Reporting side, this data is already available and should be surfaced to the user.
