Add recommendations for rightsizing Compute within same instance family

In the Cloudability rightsizing module, each resource ID typically receives 3–5 recommendations, which appear to be ranked by estimated savings and risk. However, in many of the tickets we’ve reviewed, the tool does not suggest downsizing within the same instance family.

For example, when the current instance type is n2-standard-8 and performance is low. Cloudability does not propose a move to n2-standard-4. Instead, it recommends switching to other families such as E-series, n2d, c3 or n4 — likely because these options maximise cost savings based on the rates.

The challenge is that several workloads cannot (or do not want to) change architecture. Different instance families can introduce meaningful differences in characteristics such as network bandwidth, CPU platform, and disk/storage architecture. As a result, same-family recommendations would often be more acceptable and easier to adopt.

Our objective is to optimise responsibly, not simply to highlight the maximum potential cost reduction.
