Add more information to Autoscale recommendations

Cloudability is generating Autoscale savings recommendations even when the suggested configuration shows no change (the From and To values are identical). This can be misleading, as it appears there’s nothing to implement despite an associated savings estimate.

Based on the incident findings, Cloudability recommends Autoscale for Azure when a resource is idle for at least 5% of the analysed period. It does not require a specific surge length, and it calculates the projected savings by assuming the resource can be powered off during idle intervals.

This behaviour should be explicitly called out in the recommendation details so engineers understand that the savings are driven by shut-down during idle time, even when the configuration delta is zero, and can take the appropriate action.

    Thanks for your submission. This appears to be a duplicate of Idea 1455, Enhance Azure VM Auto-scale recommenadtion. I will change the status to not under consideration and ask that you vote on that idea.
