Allow admins to bulk-create budgets across multiple views and set up email alert subscriptions on behalf of users

Currently, budgets are scoped at the individual View level, so organizations tracking budgets per application (e.g., 100 applications) must create a separate view for each one. There is no bulk or templated way to create budgets across many views at once.

Additionally, alert subscriptions are self-service only - each user must individually navigate to Plan > Budget > Subscribe and manually select the view, budget, and alert conditions for themselves. There is no way for an admin to configure or push these subscriptions on behalf of other users.

For organizations managing budgets at scale (e.g., 100+ applications), this results in significant manual overhead: one view per application, plus manual per-user subscription setup for every stakeholder who needs alerts.
