Cloudability - AWS Vendor Credential - Regional Restrictions - Should apply to validation & scanning

Useful:

Many enterprises have service control policies that limit the regions that a given enterprise can operate in.  Today, you can set a region on the AWS vendor credentials, but that only limits the verification or validation call to that region.  The product continues to scan all 17 or 18 default regions in AWS for resources.

Who Would Benefit:

1. Cloudability - This is a waste of API calls / underlying compute needed to make those calls in organizations where regions are limited.

2. Customer Logging - Each API call generates an event in CloudTrail.  Many enterprises are then ingesting these logs into other logging tools.  It is wasteful to make unnecessary API calls that are destined to fail as they add to the log data / noise for failures.

Implementation:

- Ability to select more than one region.

- If the region(s) are set at the linked / payer account, that setting should propagate down to all linked accounts.

- API calls are only made to the regions selected.
