IBM - API - Support Case Management via My Support

** Couldn't find the right section for this idea.  Putting with Cloudability as that is the tool we're using but this would apply to IBM support as a whole **

Useful:

There does not appear to be a way to programmatically open a support case with IBM via My Support.  Additionally, a past option of sending an email to a specific mailbox to be converted to a support case is no longer supported.

Who would benefit:

Customers that leverage automation and automated incident response.  Specifically, customers that leverage pipelines and automated tooling to interact with IBM services.  This would allow support cases to be automatically generated on issue or need.

How would it work:

Expose the IBM My Support API to customers for case management (if one exists) or create said API.  (Create / Read / Update / Delete - Close)
