Need fully functional Tag-Based Views in Cloudability, using top-level account tags only (not resource tags)

See this idea on ideas.ibm.com

When using a top-level tag view, the customers are unable to see Insights/Containers, Committment Portfilio, Committment Recs, or Committment Manager.  Whne selecting any of the listed options, and error is thrown similar to this one for Containers blade:  You are in a view that uses either a tag-based or Business Mapping-based filter. Container Insights supports only Account-based Views. Please switch to a different view or remove your current view to access this feature.

This functionality is desperatley needed.  We understand that doing this for Resource tags could be overwhelming, but enabling this for top-level cloud accounts only (Azure Subscription, AWS Account, GCP Project, OCI Compartment) should be managable.  We have hundreds of cloud accounts and product teams and need to be able to grant them access only to their specific products by Tag-based View.  Please consider this much needed functionality.
