Ability to “exclude” checked items in Apptio BI report global filter

Problem: 
Currently global report filters only have "include" functionality. That is items checked in the filter are included in the report summaries. However, there are cases where users want to exclude all but a small number of options. Right now they have to check the filter boxes for all the options except the few they don't want included. It would be much easier if they could have the ability to exclude the checked selected filter options.

Request:
Enable a report view to configur their global filter selections such that the checked boxes are included or the checked boxes are excluded. This is simlar to the filtering funtionality within TBM Studio reporting.
