Do not show already terminated resources in Cloudability Optimize → Rightsizing recommendations

Problem:
Right now the resource 'state' is not available in any manner within the optimization rightsizing tooling. This means that resources, such as EC2 instances, that have already been shut down and terminated are still showing the recommendation results set.

This adds a lot of false positive noise, especially for highly scalable workloads operating in cluster-style configurations such as EKS or ECS, More noise means more manual effort to narrow the list down to truly actionable recommendations. You cannot rightsize or terminated what has already been shut down. 

The inclusion of already terminated resources also inflates the estimated potential savings estimates coming from this tooling.

Request:

Rightsizing recommendations lists should automatically exclude recommendations for any recourse that has a current or last know state of terminated.
