Add information to Vendor Credential page explaining reason for advanced credentials

Currently we do not see any official documentation from IBM about what features are impacted by what we call Advanced Credentialling.  It would be very helpful to add a text box in the application UI somewhere in the credentialling page explaining something to the effect of "Without Advanced Credentials the following Cloudability optimization capabilities will not be operable: rightsizing, rightsizing ROI, resource inventory, Commitment Manager, Commitment Portfolio, and SP/RI/CUD recommendations."  It would be helpful to make it clear and unambiguous.
