Add email subscription option for Cloudability Optimize Rightsizing Recommendations

Problem:
Right now a user can only retrieve rightsizing recommendations relevant to them by going into the Optimize Rightsizing UI, applying relevant filters to narrow it down to infrastructure thei own and seeing if there are any results. This is manual and tedious, and they may be discourage from continually checking if there are repeatedly no results for them to act on.

Request:

Enable functionality such that a user can go to the Cloudability Optimize Rightsizing UI, configure as needed (choose a cloud provider, service, apply filters relevant to them) and then set up an email subscription such the results from their search criteria would automatically get emailed to them on a set scheduled cadence (once a week, once a month, etc. as configured by the user).
