Move the Rightsizing preferences from the high admin level to the rightsizing page for each use to chose for himself as a filter

As a big organization Admins we have a lot of accounts under the Cloudability org. and each is in a different place and path in the rightsizing process. We want to enable our user the ability to choose from low level of complication action to higher according to their work capacity and status in the account, without blocking them from seeing the full picture of options.
For example: 
1. Choose to view for the start only rightsizing from the same instance family - so the change will be easy no need for migration and can be done easily in most cases.
2. Allow cross architecture rec is also - need to be the user choice as marking this will show almost always only dificalte hard migration espashaly with the 'show latest gen' option.

Today:
1. Those preferences is managed by the Admins only. 
2. There is no way to test what the change in preference will show without change the results for all users.
3. Every change is 24 hours run to see the diff in the results - that makes it even more hard to try compare or test the change in preference.

there is 3 steps to make this more manageable. every step will bring value as stand alone feature: 
1. make the change in preference faster.
2. open those filters at least in the API to help test the difference - and give some way to the user to see the data.
3. move those filters to the Rightsizing page as filters.

IMHO this will bring big benefit to the rightsizing service for all users.
