Surface time of last data reprocess and data refetch

There is no visibility at the moment when the last data reprocess occurred. This is especially pertinent after creating a business mapping as we would like to know when a data reprocess has happened so we can safely use the business mapping to create dashboards and share information.

The same with data refetch. We recently had issues where we cannot see some cost data after setting up custom data integration wth Spot cost data. However it was not evident to us whether a data refetch has happened in the background (and the source of the data that it fetched) so as to know what to expect and how to test the data.

More information like this would really aid with the debugging as well as give FinOps users of the tooling the ability to see how long ago the latest data was fetched.

We have this information exposed in an upcoming feature called the 'data tracking service' which will be available to customers when we release it. The release date is TBD.
