Enable configuration to only send one email or pager duty alert incident per anomaly, the first time it crosses the alert threshold criteria

Problem:

Currently when an email or pager duty subscription is set up for anomaly alerts, far more emails/incidents are generated than there are new alerts in the CLoudability UI. If email is set up then multiple emails will be received for a single anomaly record in the UI. If Pager Duty is set up than multiple incidents are created for a single anomaly record in the UI. This is very noisy and makes it difficult to understand what are truly new anomalies that require further triage and investigation vs duplicates of previously detected anomalies. The result is wasted time and resources on the part of the team who is responsible for monitoring alerts.

Request:
Enable a way to configure anomaly alert subscriptions such that an email is sent, or a pager duty alert is only generated the first time an anomaly meets the threshold criteria defined in the subscription. This way the people consuming those subscription emails, or monitoring the generated incidents know that if a new one appears it is something that requires attention.
