Enable MSP Control Over Sample Dashboards During User Creation

In MSP and reseller environments, MSPs often manage AWS reservations and savings plans on behalf of their customers. Currently, the EC2 reservation sample dashboard is enabled by default for all newly created users at the customer level and cannot be disabled.

This creates operational inefficiencies, as demonstrated by USCIS feedback. Engineers who lack visibility into the MSP-managed reservation process see the dashboard and raise unnecessary inquiries, generating confusion and consuming support resources.

Consider adding a configuration option that allows MSPs to disable the EC2 reservation sample dashboard for specific customers or globally across their managed accounts.
