Enable month-specific fixed weightages in Cost Sharing (prevent retroactive changes)

Why it is useful
Currently, Cost Sharing rules apply retroactively across all months. If a user changes a fixed weightage (e.g., from 10% to 20%), past months are automatically updated. This behavior creates inaccurate historical cost views and prevents customers from maintaining audit-ready financial allocations. Supporting month-specific or time-bound weightages ensures integrity of historical reports while allowing flexibility for future adjustments.

Who would benefit

Finance and FinOps teams: who need to lock historical allocations for showback/chargeback, audits, and financial governance.

Engineering and BU leaders: who rely on monthly cost splits for benchmarking efficiency and making budget decisions.

Executives and CFOs: who need trustworthy month-over-month comparisons without data shifting when allocation rules change.

How it should work

Users should be able to define weightages with an effective date or month.

When a new weightage is set, it should apply only from that month forward, not overwrite past allocations.

Historical months should remain fixed/locked unless the user explicitly reprocesses them.

Reporting (budgets, variance, chargeback/showback) should respect the effective-date logic.
