Expose View Details to Non Admins

We would like our end users to have visibility into how a View is created, but without giving them rights to create/edit views.  This will empower them to fully understand how a view is defined.

We should give read-only access to View tab to non-admin users and it should show only the Views that they have access to. They can see the filters applied to the view (in read only mode). 

We also show the description on mouse hover (along with deep link to directly navigate to Views tab to see the full definition) when you select a view in the top right dropdown
