Performance alarm storage in TNCP database

Currently performance alarms are triggered from threshold configuration in TNCP.

However the data of what has been raised, when, etc are not stored.

We can only get current snapshot of alarms, not history.

Customer has a requirement for a report, where customer will choose the resource and timeframe, and wants to see all performance alarms that has been triggered for that resource during the timeframe selected.

We could apply separate retention for alarms in TNCP, or keep it the same as raw retention.

This data is available in FM reporter DB, but accessing them may result in performance issue (since it will also store fault alarms from the network as well)
