Extend backend APIs to export/import gracefully all possible configurations rather than just a few

As an AIOPs practictioner I would want to see the API's (only APIs not the UI) behind config-migration feature be extended to support the migration of all possible Insatna configurations. Currently, it is only limited to Applications, Websites, Mobile Apps, Alerts, Custom Events, Alert Channel, Smart Alerts, and Groups configurations. Other configurations like Users, Dashboards, Agent configs, SLI/SLO, Synthetics, Service Rules, API Tokens, and configuration for Endpoint Extraction rules etc. Again there is no UI changes requested but just the enhancement of existing backend APIs. Also, the config migration APIs does import configurations gracefully (means it knows when to add, replace, or update a configuration record as compared to today's available public APIs that does not provide this functionality.

This is an interesting scenario and should be given some thought, especially when new customers are making the choice to go SaaS or self-hosted.

The benefit of extending the existing APIs would impact on easing up the SREs workload (and the exsiting process) to manually exporting DB SQL dumps from one tenant and importing these back to a new tenant. It will save time, effort, and resources from IBM side, resulting in less support/issues tickets form the customers. This would impact both bew and existing customers.

Copying over a problem statement from merged Idea Instana-I-1028

It would be really nice to see clear automation and documentation/strategy for Instana data migration. I've received few questions from the customers and tech-sales team about how to migrate data:
    from on-prem to saas,
    from docker to k8s
    from docker to other docker
    etc.
Sometimes, during the PoC phase there's a need to do such a migration (to keep the settings, demo data, dashboards, etc.).

Making the idea visible IBM internally, so that we can get more feedback/comments and votes.

We currently don't plan to support customers to move between environments, as most of the data stored is specific to the tenant and needs extensive work to move all of them.
Backup and disaster recovery of some configuration data on self-hosted is more likely next step.
