Instana Health / Issue State queryable via API or Grafana Metrics

Introduction:

We have several Teams, which use internal Dashboard-Tools, which query multiple data sources (new-relic, check_mk, Prometheus, Splunk, etc., Openshift).
These Tools make use of Health checks and Meta Informations.
While migrating to instana, we also would like to build to keep the functionalities.

Since we would like to get independent from custom-developed tools, we are thinking of using Grafana and showing metrics of different data sources on Team dashboards.

We recognized that Instana has internal health indicators in the UI.
From our perspective, it would be beneficial to make this kind of health indicator queryable in a hierarchical manner, with the option to query the correlated issues.

Use-Cases:
------------
- Build Grafana Dashboard with Instana Plugin for Deploymentconfigs of Teams, with health status for infrastructure. (Overall health - is there any issue)
-- Get Namespace Health Status
-- Get Infrastructure Element Health (Container, JVM, Process, etc.)
- Get Health Information via API for external Tools.

Desired Solution:
-------------------
Add an extra Metric for Health Checks on all Infrastructure Elements to the API, Instana, and Grafana Datasources for Dashboards.
Additionally, add a Metric for the number of Issues on an Infrastructure Component.

This would help us a lot to build Instana and the current Solution-like dashboards for the teams to see which components are not healthy.

Additional Option:

Some teams use Infrastructure Hierarchies, which means they would like to see a Container or JVM level if the underlying infrastructure has issues.
Probably it would be possible to add Metric for this.
