PHP CLI Support Configuration in Instana-Agent

As an Instana user, I would like to have PHP CLI support configuration in the instana-agent, so that the PHP sensor always initializes without needing to rely on a running php-fpm process for auto-detection. This would be especially useful when trying to trace cron jobs without having to run a dummy php-fpm process on the same node.


This feature would simplify Kubernetes configurations where pods come and go and having a php-fpm running on the same node as a cli app isn't guaranteed to always be true.
