EUM Geography granular representation

We have a custom GeoDB Database that provides detailed geo location for each request from the EUM and mobile apps configured. These include longitude and latitude coordinates (just like Maxmind's GeoLite2 database), as well as finely granular names for each IP in the database.

Although we see detailed country and county level information, we need more granular visualisation of the exact location on the map.

For example for the city Köln alone, we have 16 unique locations, which we would like grouped as the user zooms into that area.

Currently, although the data is available (see screenshot 3), we do not see any details in the German map, as we believe the finest granularity is the county (Land), which in this case shows zero for North Rhein-Westphalia.
