Enable Profiling for Applications on Windows OS

Customers need the ability to identify hotspots at a very granular level, this will help them further troubleshoot Windows hosted applications and services.  All customers current and future will benefit from this.  This capability should work just like AutoProfiling on a Linux based host.

    Assuming this is for JVM, this is planned for 1H 2024
