Add appropriate filters to Smart alerts.

Dear colleagues,

we're during PoC and noticed that creating a Smart Alert from Application perspective triggers the same component of the same application running on different OCP clusters. Detailed investigation showed that the application has the same name, same namespace, same components but different clusters. To avoid the unwonted behaviour team created custom naming rules, but it is not a point when customer decides to monitor the same applications in their environment. They might be disappointed finding out that test env is triggering production events. 

One of the possible solutions would be filters of the Application perspective attached automatically during Smart Alert creation.

    Different clusters can be monitored through their own application perspectives.
    If the AP covers all clusters, the Smart Alert defined for that AP will alert on all violations.

    Would you be able to provide more details about the configuration of Application Perspective in question (a link or a screenshot would suffice)?
