Ability to add blackout periods to alerts.

Rates drop low at night for order placement. It would be nice to have black out periods on alerts to have a higher threshold set during the day with a night blackout period. Then be able to have a second alert for a lower threshold for the overnight period. This would also be useful for store alerting usage where they are closed for certain hours.

    We understand the motivation for blackout periods to alerts is to avoid false positives due to the seasonal nature of the threshold (based on time of day).
    The ability to set (static) seasonal thresholds is now available in Smart Alerts for Mobile-Apps and Websites as of release 262.

    Additional Details for this request:

    This was a request from our mobile app team so they are using the mobile smart alerts. This is one specific alert https://instana.io/s/gE2xTZM6R4eautArf24-Mg.

    Notice how the rates drop at night, currently, they have it set to a very low threshold to tell if there are any order issues.
