To alert on CVEs, introduce a new event type in Instana for "Vulnerabilities Detected"

Instana should provide capabilites to create an event based on a vulnerability detected for the particular host/technology, so that the customer's support teams are alerted for the detected vulnerabilities. The event could be either a System Event or a Builtin Event type. Below are the details for both options.

- System Event: 
First and more viable option is to add a new event type under the System Rule event type where the `System Rule` drop down must have an option e-g; "Vulnerability detection". This would be aided with the DFQ for scoping the vulnerabilities found on particular hosts.
 

- For the Builtin Event:
An other possible is to add a new built-in metric. As BuiltinMetric > Entity > Metric. The metric dropdown should have a new drop down option for technology version number thresholds. This is a tricky option (but quite helpful) as the thresholds will be an overhead to manage for each different technology. For-example: a threshold for hosts running on jvm version less than X:X:X.

A customer is looking for APM/IQM optons. One of the main requirements and the key capabilities include Application Vulnerability Management and Application Security Manageemnt. 

At the moment Instana doesnot have Vulnerability reporting capabilities (I know the feature is in progress at the moment). However, this is important ask and that could be worked on separately, and delievered so that I could provide an alternative to the customer for the missing vulnerability reporting capabilities in Instana.
