Need the ability to trigger Events on individual CPUs with high utilization

I'm working with a customer where 1 or 2 of the CPUs on a server have sustained high CPU utilization.  Currently, you are only able to define Events against the overall CPU utilization across ALL CPUs.  This server has 192 CPUs.   The Average CPU utilization (or 95th percentile) is quite low and Events never trigger.  But, there are 2 CPUs that are running at 100% utilization and are causing application performance issues.

 

We need the ability to detect this.   Ideally, I'd like to expose that in the Event editor.  But, it would also be acceptable to have a Built-In Event to detect this problem.
