Be able to monitor the windows process which doesn't have CommandLine attribute

Instana host sensor provide the ability to monitor the custom process via com.instana.plugin.process in configuration.yaml, however, there is limitation in windows platform.

Host Sensor on Windows is comparing the string you specify in the configuration.yaml - com.instana.plugin.process section with the string that is shown in the command line. But some of the windows process will not have a command line attribute, this makes the agent not able to discover and monitor it because we're using Sigar which fails to return when there is no CommandLine.

This limitation has been verified by Instana engineer team.

    Since we don't have a high demand for this feature, it's not in our plans for the next 2-3 quarters.
