Filter conditions should be private / shared by certain permissions

Instana users can "save, edit, and delete filters".

And it is 'shared' with all users automatically.

But if a customer plans to accept Instana corporate-wide (if number of users are high), 'Filters' would be chaos.

So filter conditions should be private by default, and they should be shared by users who have certain permissions (like dashboards).

    Along a small set of RBAC gaps, saved filters should be addressed by an upcoming extension of Instana RBAC capabilities
