Enable Instana Consul's HTTPS port connection and Redis monitoring with certificates

Instana's current monitoring configuration for Consul only supports HTTP ports (and the Redis instance does not use credentials to ensure data security), which means it only supports the HTTP protocol. The lack of HTTPS support may become a shortcoming in future security audits (In order to achieve the zero-trust security goal of corporate customer IT internal environments, all network services have been required to use the HTTPs protocol).
