Retrigger open events after a maintenance window

The use of a maintenance window is to prevent events/issues/alerts during a period which systems, transactions or metrics are expected to go outside the normal range of values/behavior. After the maintenance window, the event/alerts/smart alert should evaluate and if outside of thresholds alert.

In the current implementation, the maintenance window only prevents alert/notifications and does not pause the evaluation of the events/smart alerts. Therefore, an event/smart alert goes into critical state during a maintenance window then afterward, it being still in critical state, no notifications are sent.

    Feature added to build 286, for a stop gap effort, was able to actuate the API with

    curl -X POST -H "authorization: apiToken {apiToken}" --url "https://nonprod-pheaa2.instana.io/api/settings/v2/maintenance/notify-open?maintenanceWindowId={maintenanceWindowId}&alertChannelId={alertChannelId}"


    This sent all open events, opened in the maintenance window, including "Monitoring Issues"

    We are not interested in the "Monitoring Issues" after the maintenance window, so have requested this function to ignore opened Monitoring Issues.

    For the to be GA delivered feature, to also ignore "Monitoring Issues.
