Provide more smart alert state controls

Smart Alerts have evaluation (frequency) and number of occurrences but does not have escalation past the warning to critical.

State Shifts

good - warning

good - critical

warning - critical

warning - good

critical - warning

critical - good

And the state could be defined as a number of occurrences within the observed period, which is not max, min, mean, average, range.

Next, if a smart alert stays in the critical state for say 20 minutes, where the system is basically down, to be able to escalate to another communication channel since the email system is also down and the first notification was not received.

Or since there appears to be a Lucene or like index/query engine in scope, just dump the states in the search engine and have pre-canned searches defined, and of course give an interface for the end users to define different reactions to states. This would separate the state of an event/smart alert away from the response and grant far more options than to burden the event/smart alert structure with reaction behavior.
