Dynamic custom payloads are available on the Event and even more so on the Smart Alert configuration.
At the Alert Channel level there is no information available on what is being alert on, so there is no way of knowing which dynamic values would be present fromt the Alert.
Since this configuration is specific to the Alert Channel, it is used to include custom payloads that are unique to the Alert Channel itself, which should be included with the alert payload.
