enable download of agent configuration from UI

We would like to have the ability to view the agent configuration.yaml file from the UI for any running agent.

    This got releases with Instana Release 317. The official documentation is pending update. The corresponding new RBAC permission is "Can download Agent configuration". Only if this permission is granted, the user will see and can execute the action. The same holds true for the API endpoint, which is documented here: https://developer.ibm.com/apis/catalog/instana--instana-rest-api/api/API--instana--instana-rest-api-documentation#getAgentConfigurationByHost

    The access token for the API call requires the same permission.
