Need a way to detect that the input rate on a queue is exceeding the output rate

The customer has applications where the consuming application components occasionally have problems.  They don't consume the messages off the queue fast enough.  If this happens for a very short period of time, it is not a problem.  But, when it occurs over a sustained period of time it means there are serious issues and in some cases the queue fills up and the application fails.

There are some things that can be done today within Instana, but they aren't quite good enough.  For example, you can monitor for the oldest message on the queue.   But, this can sometimes be misleading.  If 1 message is stuck on the queue for a long period of time, you'll get an alert, but the application may still be healthy.  We have an out of the box Event for "Queue Service Interval" which can detect similar problems.  But, given that it is out of the box, the threshold can't be modified.

A better way would be for customers to have the ability to compare put rate on the queue and the get rate on the queue.   For example, if the put rate over a 5 minute period is 10% higher than the get rate over that same interval, then trigger and Event.
