Fire an alarm when the number of running servers are below minimum

Customer would want to create a custom event that will fire an alert when the number of running servers is below the minimum expected.

Use case: They got 4 running different servers all the time that are autoscaling. This custom event would need to trigger an alert if the number of running servers is lower than 4.
