Enhance Instana Standard Edition to make airgapped package more available

Affected:
All airgapped customers, like goverent sector, military and public sector who usually run Instana in Airgapped environment would intereted to use Instana Standard Edition and prefer the airgapped can be easily available more easily

Description:
Typcially the use case for an air-gapped customer, they have limited internet access from their bastion (to download of K3s, stanctl, images and helm charts).

Problem
With the current inflexible workflow, the air-gapped customer is impossible to create the package by themself. Becuase this step need internet connection. Currently it required tedious step to have multiple transfer for large file size for the package (about 20GB)

Solution suggestion:
Availbility of direct secure site that can host the air-gapped package with specific version, so the client can download the package directly for their security scan entry point.
By creating the tar-gz-package using stanctl, one needs an active instana license to be allowed access to the repository. Hence, each tar-gz-package contains a specific customer license. What we would need is a pre-produced tar-gz-package where the customer can insert it's license afterwards (after installation).

    This has already been addressed in a different AHA idea. Now you can fully mirror the repositories, so there's no need to create an air-gapped package. Please refer to https://automation-management.ideas.ibm.com/ideas/INSTANA-I-3520
