Set Two-Factor Authentication from the Administrator User Merged

What do we expect?: The option to set "Two-factor authentication" (in Settings - User Settings - Personal Settings - Security Access - Authentication - Session Timeouts - Session Settings - Two-factor authentication) in the Instana SaaS Backend can be set from an administrator user.

In the current scenario, "Two-factor authentication" can only be set from each user; that is, each user must log in to the Instana backend and configure this setting.

If the user forgets to do so or doesn't want to, it may not be possible to do so through another user.

We believe this setting should be associated with each user, but also be able to be set from an administrator user to ensure that everyone complies with this security setting.

"Enforce 2fa" option for a tenant is being planned, currently for 4Q 2025, but delivery might be in early 2026.
Once the enforce flag is set for a tenant, all users logging in will be forced to configure 2fa and their session will have to be 2fa authenticated for the tenant to open for them.
