This request is because TNC compliance architecture (common in telco industry), where no agents should be deployed inside OCP). And of course, OTEL cannot be deployed too because of the same reason.
So it's not about permissions or performance issues, but compliance.

Could you elaborate on the ask? What I'd like to know is, why would the customer like an agentless mode of monitoring?
Is it due to permissions they have on the cluster? Have they considered using the OpenTelemetry Collector perhaps?
Do they have performance issues with the current K8s agent?
Any context you can provide on the underlying use case would be helpful!
