As with most usage data (ingest, log volume, etc) the agent count is not a metric of the observed environment, rather a usage and billing topic.
Thus we don't have these as metrics internally and don't plan to add smart alerts on usage.
A simpler, more usage and billing focused "alerting" is being considered for owners to be able to set up.
