Remove Limitation for `OR` logical operator When defining multiple metrics by pattern, only one rule is allowed to use a different matching operator from 'is'.

I believe, this functionality was by design when there is only one logical operator i.e., 'AND'. However, there was an introduction of `OR` logical operator recently between the rules/condition thresholds for metrics. It makes sense to restrict for multiple rules where there is an `AND` operator between them. However, it doesn't make any sense to apply this restrictions (of using atleast one `is` matching operator) where the rules are OR'd together. See the screenshot below for more clarity.

    This limitation is in place as without it each additional metric would exponentially increase the query time with the operator.
    As we're currently working on bringing multiple metric support to Infrastructure Smart Alerts, we're not planning to make further improvements to Custom events and will be offering a migration tool.

    I'm currently not sure if this change would be feasible to implement in multi-metric smart alerts, but will re-evaluate once feature parity on this front is achieved first.
