We will be pursuing designs for a more robust filtering experience.
The current functionality is in preview and this is the type of feedback we need.
Workaround: In the interim, a short link, or bookmarking the URL of the dashboard with the filter defined will retain the filter. So if you navigate to the dashboard with the bookmarked link, you will get the behavior you have requested.
