Ability to montior the agent mode changes due to separation of duties

As an IBM APM V8 and IBM Instana customer, this request is to ask for enhanced **agent mode monitoring and control** to support operational, security, and compliance requirements in environments with strict separation of duties.

Requested enhancement
=======================

Introduce a built-in capability in IBM Instana to:

- Detect and track any change of an Instana agent’s mode (for example, from Infrastructure mode to APM mode, or vice versa).  
- Trigger a Smart Alert / Event whenever such a mode change occurs, so that the relevant operations team is immediately notified.  
- Provide protection and governance around mode switching (for example, role-based control, confirmation, or approval-like safeguards).

Detailed requirements
==========================

1. **Mode change detection and alerting**  
  - Monitor and log every change of agent mode (Infrastructure ↔ APM, and any other supported modes).  
  - Automatically generate an alert/event when a mode change happens, with configurable severity and routing so that the appropriate team receives it.  
  - Support integration with existing notification and incident-management channels (email, webhooks, ITSM, Netcool, etc.).

2. **Context in the mode-change event**  
  Each alert/event for a mode change should contain at least:  
  - Agent name and **hostname**.  
  - Previous mode and new mode (clear “mode change path”).  
  - Information on **who** initiated the change (named user, API token, automation account) or whether it was system/self-driven.  
  - Timestamp of the change.

3. **Separation of duties and protection of mode switch**  
  - Ability to restrict who can change agent modes (for example, via role-based access control or specific permissions).  
  - Optional “protection” features such as:  
    - Confirmation or warning dialogs for mode changes.  
    - Audit logging of attempted and successful mode changes.  
    - Option to require higher-privilege roles or dual control for mode changes in regulated environments.

Rationale and customer impact
===============================

- Different teams are responsible for different agent modes (for example, an infrastructure team for Infrastructure mode and an applications team for APM mode).  
- If an agent mode is changed silently, the responsible team may lose visibility or control without realizing it, which can result in monitoring gaps and compliance issues.  
- Automatic alerting with full context, plus protection of the mode switch, would significantly reduce operational risk and will likely be valuable to many enterprise and banking customers with similar separation-of-duties requirements.
