As seen in your screenshots, the X-Ratelimit-Remaining is being reduced.
The limit is set at 10000 calls/hour.
Can you please check if in the example when you made the call over 10k times if this value is being reduced, as we were not able to reproduce 10001 successful calls internally.
The same ratelimit should apply to GET calls as well, so there is no need to create too many Teams or any other entities.
Updated description and moved reference number to internal comment. We're investigating what limiting might already be in place or what can be added as additional protection against such attacks.
As API token misuse is not contained to have consequences in only one component at a time, we're not planning to introduce individual rate limits.
Tokens have their own limits and general best practice also suggest using a token for as much of a single purpose as possible with as little permissions as sufficient.
