I have found that if a user has a single team assigned the default scope is not visible. In such a case the single assigned team is the default scope and no other scopes are available to choose. However, if a user has 2 or more teams assigned the default scope becomes visible again and is the default selection. The other scopes are also available to choose.
This doesn't seem to line up with your description of the expected behavior. Would you agree?
Default scope option is hidden when a user has no Roles assigned directly. (ie not a member of a role outside of a team)
The last selected team should be active on next logins
Please let me know if this is not how it behaves for your users
