Need more security granularity in API Tokens

Customer needs more granularity in the API Tokens.  Today, when setting up API Tokens, you can restrict the types of access to things like Websites, Application, Infrastructure, and whether or not they are read-only or administrative permissions.   The customer needs the ability to setup API Tokens so that they can be given out to lines of business.  Those lines of business should only be able to use the REST APIs on a subset of the resources.  For example, they can only create a Smart Alert for specific application perspectives.   The security permissions of the API Tokens should match what we have in Teams and Roles.

personal API tokens are being separated out for each team scope a user has access to, but currently only a small subset of API endpoints apply the RBAC restrictions (Synthetics and Smart alerts)
Once most or all endpoints have the restrictions apply, we will be adding the capability to assign a regular API token to a team and be limited in their scope.
This is currently planned to be started before the end of 2026, but the effort is not yet clear, so no ETA on delivery
